Currently, a user without conditional applications will see the conditional application categories under application Categories. If a user does not have Conditional applications, they should not see these.

When an admin changes the opportunity type, they need to make sure to change the applicant categories as well. A warning pop up reminding them to do so would be beneficial anytime this takes place.
