Allow for Delivery Offset Functionality to be used at the Opportunity-Level

IU would like to request that the Delivery Offset feature be moved from the global template or added to the Opportunity Level for communications.

As multi-campus institution, many of our users have different time frames for when they wish to send communications. Since this feature is currently set at the global-level, we cannot use the functionality in the way it is intended and have to use Ad Hoc Communications if we want reminders sent out to applicants. If this feature were moved or added to communications at the Opportunity-Level, our users would have greater functionality when it comes to communicating with awarded applicants and applicants would be less likely to lose awards based on timing of accepting offers, etc.

This feature enhancement would benefit applicants, OAs and System Administrators.

    This, plus move Reviewer communication and Applicant communication to OA level -- and make it editable. At MSU Billings, OAs are the only users who establish and maintain review groups, yet cannot communicate in-system with any of the reviewers. We turned off all the auto communication to reviewers because our OA cannot see what's been sent -- or not, as the case was. We've had to move all Reviewer communication out of system, which disconnects communication record-keeping from the user. Reviewer and Applicant are lower permissions than OA, therefore OA should have control of communication with those users. Ditto for the messaging in the Review Group template. Additionally, the OA needs to be able to message reviewers as their review groups and provide attachments/support documents that are review group specific.
