Allow Users to Edit Questions Prior to Adding to Application

Recently, it came to our attention that users are unable to edit their own questions from the question library UNTIL they add it to their application. This seems like an unnecessary requirement as there may be a quick typo or edit required, and it's already thrown a few users for a loop. Could we please remove that barrier for users and allow them to edit questions upon creating them?

    Hi Keith,

    Do you have any additional context on this one? When an admin clicks "Add applicant question" they should see the "edit" button in the pop-up that appears with existing questions, before they add it to their application.

    When they're creating new questions, they should have all editing capabilities there as well.
