Create a way to delete/remove a reference from a application Merged

Create a way to delete or remove a reference once the application has already been submitted. If a reference reaches out to the applicant or administrator indicating that they cannot/will not be a reference, there should be a way to remove the reference so that the automatic reminder emails do not go out to the references in the future.
