Allow Admins to create Applicant who can log in outside Single Sign On Authorization

We have Continuing & Professional Education scholarships for students that traditionally have not be included in Banner our SIS, so they are NOT in our single-sign on. Currently we have a convoluted process that involves a Banner form to create a portal account which they then have to access and THEN log into the scholarship software...it's a huge head-ache for students which could be alleviated if Admins could send them a link or invitation to create an account, by-passing single sign on. It's not for most of our students but we have 20-40 CE students currently applying, and there are so many technical glitches with having to get them loaded into Banner first.

    Similar, we may have a small number of applicants who are able to apply for 1 opportunity which is open to non-UC San Diego students. We'd like to be able to allow for them to apply through the system, instead of creating a separate application process for non-UC San Diego students to apply.

    This would be helpful for UW Madison as well since we have some pre-college programs that would benefit from having students start their scholarship applications before they get their single-sign on accounts from the university.
