A lock for reference questions to stop updated information from overriding previous opportunities.

Currently, a reference request question attached to an opportunity instead of a general application can be updated as many times as a student wishes. An admin may 'return to drafted' or the student may ask a different reference in the next year from the same opportunity or question that is attached. The problem with this is that it will also import the updated information to any previous opportunity, even it if is closed, archived, or frozen. For record retention, this is a huge problem and restricts the use of customized reference requests for each opportunity. I would like to see a setting on teh opportunity or on the question itself that allows us to lock it into place after being submitted. It would be nice to still allow a 'return to drafted' feature, but in a way that would keep previous opportunities from being updated after they've closed. This would resolve any record retention problems and allow more flexibility for departments and reviewers to get the exact information they need from a reference without sacrificing the integrity of their other opportunities.
