Currently, if a general app question has a file upload option, that question cannot be used as a qualification on an award. For example, several of our awards require basic biographies, but not all. It is more convenient to have this as a general app question and a 'must be present' qualification on each award rather than adding it as a supplemental question to the individual awards causing them to become apply-to rather than auto-match
