Set up 'Renewal Application Submitted' Application Update Administrator Communication Merged

Users should receive an email for submitted renewal applications the same way that they do for post-acceptance applications. Currently, this is one of the issues (i.e. lack of a notification) that is keeping some of our users from using renewals
