Prevent applicant from accessing Conditional App if General App is unsubmitted

I keep coming across the issue where an applicant answers most of the General App questions except for one or two required questions and Saves it (not submit), then finds a Conditional App and Submits it. This triggers an email to them saying something like, "Thank you for submitting XYZ Application" so they assume they have done all the required pieces to be considered for the Auto-Match Opportunities that are sources from that Cond App.


From an Admin standpoint, this applicant shows up on my Conditional App Grid as fully qualified, can flow into Review and looks great. However once Awarding time comes along, they show up as not being eligible for anything. This is a huge pain to resolve and even more of a pain to identify, as there are no reports or filters within the Cond App to locate these situations.


I would love if there was an option on the Conditional App to say: Don't match anyone to this Cond App unless General App is submitted. Or if there was a Qualification point within the Conditional App that I could say something like "Gen App must be submitted." Since I have 20+ questions on my general app (mix of required and optional questions), it's just not feasible to add each question to my CA qualifications list.
