Problem Statement: BBAM applicant pools are known for being fluid between the Opp Start and End Dates, with applicants being added or removed from the pool based on how they meet the qualifications at any given point in time between these dates, but freezing the pool once the End Date passes. There are exceptions to this rule, and one is if a REVIEW is assigned to a student. This would work well, but reviews are being assigned as soon as a review date is present on the opportunity, EVEN IF the review start date is in the future. Because reviews are begin assigned before the Review Start Date, this is causing applicants to "stick" (actualize) to the pool even if they are disqualified before the pool closes. This is not working as intended, as a result; now many opportunity pools have a significant number of unqualified students (zero qualifications) that are not even eligible to be reviewed, but are still stuck (actualized) on the pool, cluttering and confusing the review/awarding process.
Solution: Do not "actualize" students to an opportunity even if a review assignment is made before the review start date. ONLY actualize students to a pool from a review assignment on on the review start date or if the review start date has passed.
