Today, if you want to merge two references, the references will not flow onto the new account (even though the email that was used to request the reference has moved). For example, if someone has two reference accounts (A and B) and A has 1 active reference but B has 2 expired references, the choice to merge them would either be to 1) move the email from B over to A (which loses the expired references for the reference) or 2) move the email from A over to B (which means we'd have to go re-request the active reference on behalf of the student or ask them to do so). Neither option is good, especially if you want to do it behind the scenes without the student being hassled.
It would be ideal if references could flow to whatever account has the email that received the reference request.
