Add Administrator question functionality to Post-Acceptance Application/Fund Disbursement grid for tracking/reporting purpose

User has multiple opportunities of a particular portfolio open throughout the year and could potentially offer one award up to 12 times a year. She needs a way to track WHEN they actual pay out/disburse/Award applicants months after their initial award is marked and finding a way to easily track that each applicant per opportunity could have a potential different Pay on Date per opportunity.

She is wanting to

1) Be able to add an administrator question to the Post-acceptance questions so that you could answer the value for each applicant per opportunity OR

2) Be able to add a field directly to the Fund Disbursement grid for each row/applicant/award

    Upon further conversations, she needs for admin questions at opp level to be visible on FD grid.  Adding admin question to GA is not an option for her, and this is a report she needs to run often.  Since this is separate from PA functionality, let me know if I should submit new FER. Thank you!
