Change renewal amount for applicants before renewal opportunity is created Merged

User knows that the funding amount for an upcoming renewal has changed and will need to be reduced per applicant. He would like to have a way to change the award amounts for renewal applications before they are created in the system to reflect the new awarding amount. Thank you!
