User has requested to allow a single Conditional Application to be able to be archived without archiving the General Application. 

This would allow a single Conditional application to be used in scenarios where a new pool of Conditional Applications is needed for opportunities during a single General application cycle. 

This is affecting a system Admin because they need to have two open Conditional Applications that a certain set of opportunities are sourced from, either based on a Spring or Fall Conditional. 

They are unable to archive the General Application because they do not want students that applied in the Spring have to complete the General Application again for Fall opportunities, as they do not require any new applicant-reported information between the cycles. 

The current workaround is to have two Conditional Applications, one for Spring and one for Fall. This allows for an applicant pool of only those that have come into the system and applied for that cycle to be matched into opportunities.
