Multiple Reviewer Template

User would like to have multiple reviewer group templates, particularly for conditional applications. Her goal is to have each college have their own reviewer group template.

    Please see similar request from Wisconsin in the merged enhancement; description below -

    "As a decentralized campus, the vast majority of our users across campus do not use the System Template when setting up Reviewer Groups. As a result, they all must create a new group and detach it from the template before progressing further. We would like to see the ability to delete the System Template to allow users to start with detached Reviewer Groups by default. We believe that this falls under the general theme that we've touched on in other FERs regarding adding development that helps decentralized campuses better meet their needs."
