Option to Remove Banner Message to Drafted General Applications

Recommend removing the banner message directed to Drafted applicants. Specifically, if the general application end date has passed the Drafted GA applicant is seeing this banner "You won't be able to apply or be automatically matched to any opportunities until you complete your general application." This hyperlink takes them to an uneditable general application. Since the end date has passed the applicant cannot update/submit their general application so they should not be directed to do so.

If not delete, we could update the text notifying them that the deadline has passed and they cannot update their general application.

There are also clients who do not use the General Application and would like to turn off the banner message completely.

Towson has a similar use case to Dayton - they don't use a General App at all.

Please add udayton to this ticket.  This came up and is pretty misleading to folks that use CUUI and match on drafted.  It would be great if this message could be hidden or changed. "You won't be able to apply or be automatically matched to any opportunities until you complete your general application."

This is a pretty big deal to University of Dayton, it sticks out right away and they only require the GA for 10 of their apply-tos and all others are match drafted.  Lately many folks take a hybrid approach like this and have CUUI.
