Prevent Applicants from completing Conditional until they submit general application
"A student must submit their General App before they can submit any apply-to apps, which is great! Can you also make it necessary for a student to submit their General App before they can access any Conditional Apps? We had quite a few situations where a student only completed part of their General App, logged out, logged back in later and only completed their Conditional app. Then they were “not qualified” because their entire application was technically incomplete. Once I learned about this loophole, I tried to search out and communicate with these students, but ideally we could block this from happening completely."

Indiana University would also like the feature more enhanced to make it impossible for a student to complete any part of a conditional application without first completing a GA.
We've added a non-dismissible banner message that will appear on the Conditional Application if the General Application is still open and in a "drafted" status. This message will direct applicants back to the General Application, explaining that they must complete that application in order to be considered for any awards. I'm leaving this request as "Voting Open" because it is still possible for applicants to get to Conditional Applications before completing the General Application, but wanted to provide an update.

Knowing that students can bypass the General App, I think that it'd be helpful to allow System Admins to determine whether or not the General App is required before students can complete any additional applications, including Conditionals. This would enable users to set some hard requirements for all students who log into the system (i.e. release of information question, acknowledgement question regarding financial aid, etc.)
