User would like a way to have reviewers sign a confidentiality agreement before being added to a reviewer group. Currently they email them the user agreement before adding them into the system. This makes it difficult to keep track of who has completed it. Ideally, they would not add people that have not yet completed it, however this becomes difficult in practice, especially with regards to past reviewers that they do not have a record of the agreement for.
