Duplicate Qual Groups should move below original group

Currently, when duplicating a qualification group, the new group is moved to the bottom of the list. This makes the list difficult to maintain if there are multiple qualification groups.

The user would like the duplicate of a group to appear immediately below the original group.

    I've had this come in implementations where there are so many qual groups it's difficult for the admin to keep track of which criteria is where.
