Client formatted her help text to include bullet points. When you preview the help text, it shows up with bullet points. However, when you go to the applicant view and open the help text, all of the text is in paragraph form. Dana formatted the help text with HTML to include bullet points, however that did not work either. I talked to engineering, and they said that this was expected behavior. 

Help text should be made capable of formatting, or if not, please remove the option to add formatting to reduce confusion.
