Block applicants who are not in import file from applying (SSO Clients)

Problem: Any student with SSO login credentials can apply for scholarship, even if they no longer attend the institution.

UTSA does not want former students to be able to apply for scholarships. They would like the ability to block anyone from applying who is not in the import file.

This is a different issue from the Active/Inactive flag issue. They don't want students to even be able to log in and apply.

    Wisc would also like to see this functionality. It sounds like right now, applicants get their NetId and immediately log and complete an application. But they aren't in the import file so they aren't matched or recommended to any opportunities. 

    It's the recommending part that is an issue because OAs then have to pull a list of applicants and notify them that they have additional opportunities they are qualified for and need to apply. The OAs are pushing back on this additional work because they didn't have to do this in their previous system.
