By having ‘Apply’ still show for all apply-to opportunities under the ‘All Opportunities’ listing, this gives students the impression that they are being encouraged to submit an application.  If they don’t meet the minimum qualifications of that opportunity, can the ‘Apply’ button be made inactive or not visible?  Our thoughts are that if a student doesn’t qualify, then these opportunities shouldn’t be available for the student to apply to.
