Allow for more than one authentication method

Problem: SUNY Ulster uses SAML but has scholarships for continuing education students who do not have SSO credentials. Hence she is unable to get them into BBAM and award from BBAM. She was hoping she could use Flex apps so maybe just allowing a different auth method for flex apps would be the FER.

Her only other option is to create a google form or something, but she cannot award them through BBAM since these students do not have login credentials.

Client: SUNY Ulster; of course we've had this request from other clients as well over the years.

Please add University of Wisconsin Platteville to this request https://uwplatt.academicworks.com

Like many clients, they don't give incoming students Shibboleth login credentials until a fee is paid later down the road. Although they initially set up Shibb, they are now backtracking and going with Whitelist so they can allow incoming students to apply for scholarships.

Please also add College of Charleston - same exact situation as UWPlatt except they also had to give up using CUUI, which they had paid for. https://cofc.academicworks.com
