Currently, assigning a scope to a reviewer group has no effect on the opportunities available for assignment within that reviewer group. This makes it so a scoped OA can see and assign opportunities that are not scoped to them.

It would be more consistent if the opportunities available for assignment in a reviewer group were related to the scope assigned to that reviewer group.
