Only BCC once on ad hoc email

If a user bcc's themselves on an ad hoc email that goes out to multiple people, they receive an email for each person. This can be cumbersome for an email that goes out to a large number of people.

Cal State Northridge would like to see this, especially when sending desired communications to multiple stakeholders (people who have requested a copy). Otherwise they would send the email from their own institution's servers. So the lack of the feature requires additional steps by them.
