Currently, the disbursement of assignments in reviewer groups assigned to multiple opportunities is uneven. The first reviewer on the list will receive the most reviews while those on the bottom could have a a much smaller number.

The user wants us to evenly disburse the assignments so that the reviewers do not end up with an unbalanced number of assignments.
