"While one can add recommendation letters as a qualifier on the opportunity itself, this makes identifying your "truly qualified" population extremely cumbersome. This makes it difficult to identify those who are qualified but have no letters of recommendation submitted versus those who are qualified and have their letters submitted, i.e., a complete application."
