make applicants anonymous only on specific opportunities / reviewer groups

This might best be handled as an attribute of the reviewer group. Instead of doing it across the board, it is an attribute of the reviewer group whether the members are shown the applicant name or application id.

    Although the name says "specific", this feature was initially built as a global setting. See SMM-I-256 for the FER to control visibility on a per-reviewer group or per-opportunity basis
