support multiple versions of an email template

Amy Moncher from DePaul wants more flexibility with system wide email templates. Her question was about having groupings of opportunities - University and Donor Funded - each grouping has its very own template. So, all university wide scholarships use the same offer messaging and all donor funded scholarships use the same offer messaging, but each grouping contains different language.

    Hopkins would like the ability to select from multiple message templates. Having multiple email templates provides flexibility with our communications to students when one school is ready to send the PAQ and/or PAQ reminder before another school is ready. Having multiple templates allows for appropriate content to be sent to students without having to overwrite the current email content.
