Background
When users create a rubric for a reviewer group or reference questionnaire, they are not necessarily taking into account the order they want them to appear in as they are being created. Once they have created the rubric questions, they can no longer re order the questions.
Why/Impact
Once they create the questions, they can not go back and reorder them. This creates extra work for them if they need the questions to appear in another order int hat they have to start over and create new questions. Another issue is that if users have already responded to some of the rubrics, they cannot change the order since they would have to destroy the questions.
User Story
As an opportunity administrator, I want to be able to change the order of rubric questions after I have created them so that I can effectively manage what my reviewers/references are seeing.
