remove applicant, reviewer, and reference banner messages & emails when starting a new cycle

Options to be displayed to Support:
- Destroy all banner messages?
- Destroy all emails?
- Destroy all banner messages & emails?

We may want to consider clearing flash messages when starting a new cycle. Many customers have thousands of flash messages that have not been cleared because students haven't logged in and cleared them.

Also, we want to make sure when an application is moved from Offered to another category that any existing/pending banner messages or emails are destroyed.
