Apply-To Opportunities Available Communication for those that missed the start date

University of Missouri St Louis (umsl) would like a communication for Applicants that have recommended opportunities available to them but haven't started an application.  This would catch those that applied at a time that they wouldn't receive the New Apply-To Opportunities Available email.
