What/Why is the problem:

Many admins. review all applications off the general application-(they have no qualifications to add) The one exception is the general application must be submitted by a certain deadline. There currently isn't a way to accomplish this goal. The closest solution is to set up a question where the student fills out when they submitted their application. You can then use that "submitted date" as a qualifier. Using this has two flaws though that turns admins away:

1. The good applicants wants to change something on the general application and feels they should also change the date at which they are submitting the "new" applicaiton. When they do this it now makes them ineligible for scholarships . Admins do not want to put text there saying DO NOT CHANGE THE DATE because it may lead to ....number 2.

2. The bad applicant logins after the "Deadline" date and submits the general application and puts in a past submitted date (that is doable) This then makes them eligible for review and takes away the accuracy of the system.

How to fix it:

To either make our own Academicworks "submitted" date a qualifier or create a new field that has the original submitted date and allow admins to use that as a qualifier.
