They would like to create a view only role where one of their directors is able to view who has received an award within a particular opportunity. They would like however, for this person to not receive emails from the system when a post-acceptance has been submitted, or an application has been updated. They would like to turn off emails for certain admins under the communications.
As a system administrator, I want to be able to limit the message templates on a per role basis, so I can create view only roles where admin will not receive any messages.

ABTech would like to do this as well. I don't think the suggestion on June 22 would work because as long as the administrator email is turned on it comes to anyone within a scope. Client-defined roles have to have scopes in order to be able to access the system, so there is no way to do "appropriate scoping." If you're in a scope, you get the email.
ULM would like this feature. They have OAs that need a scope to see opportunities but they do not want them to get the "Application Updates" emails (Offer Accepted, Offer Declined, or PA submitted). It appears that they only SAs with the scope to get those emails.
ucf would also like this, they allow access to some funds by utilizing scopes and client-defined roles but don't want those who share the same scope to receive any affiliated communication from the opportunity.
Can this one be solved with a client defined role and appropriate scoping?
