Background:  Currently, applicants receive no reminder about an application they have in a drafted category.

Why/Impact:  relying on applicants to complete their applications in one sitting, or remember to do it later reduces the applicant pool and possibility of finding a qualified applicant.

User story:  As an administrator, I want applicants to be reminded automatically that they have an application in drafted, so that more applicants will apply and I have a larger applicant pool.
