Background: It is currently possible to have an opportunity that has an end date, but does not have a start date.  Besides the fact that this does not make logical sense, and cause confusion when filtering.  For example, filtering for only Not Started and Published opportunities, would return ended opportunities that do not have a start date. 

User story: As an administrator, I want opportunities with an end date to have a start date, in order to avoid false returns on filtering.
