NCSU has several donor preferences that are too difficult to build in to the qualifications so the put them in the portfolio notes.  Reviewer chairs select the applicants to be awarded and need access to this information when choosing the recipients. They would like Reviewer Chairs to have access to these notes without having to give them any kind of administrative role, and not have to share them with reviewer group members.
