The problem: All of Northwestern's reviewer chairs are departmental people who handle their own awarding (they have ability to change categories). They want the ability to send Regret Emails out in a timely fashion, and they want these regret emails to be custom (not the Regret Email that the Opp Admin sends out at the end of the scholarship cycle). I recommended they make these reviewer chairs Opp Admins so they could do this, but they said their reviewers are confused enough by the limited functionality they DO have, and don't want to give them opp admin access.
