Add a Preview Feature for Reference Questionnaires

Problem: If the SA needs to make a change on a Ref Questionnaire they need to create a whole new one, remove the question from the general app or opportunity, create a new question and link to the new Ref Questionnaire.

If they were able to "preview" what this questionnaire will look like, they could avoid some of this.

    fiu also would like this feature. They would like to create the questionnaire and be able to show it to their committee who sometimes will then request changes. If they publish, they cannot edit and must create a new questionnaire. Either this or they would like to be able to make edits after publishing.
