The "Complete" button on unfinished apply-to or post-acceptance applications is confusing

If an applicant goes into draft an apply-to application or a post-acceptance application, and then exits the system, the next time the applicant comes into the system, the "Needs Action" section of the applicant dashboard shows a little card that says "Complete" for the button.

 

Sure, it also says Drafted and it's in the Need Action section, but you take a look at that "Complete" button and you might think that it's been completed. You look above at the presumably "Complete" general application and it has the word "Complete" in the same general area as the drafted apply-to/post-acceptance application.

 

This customer would like a different word at the least to appear in place of "Complete" as they are getting applicant push-back saying they though it was already completed.
