Currently for encumbered categories, the API maintains the award amount for the offer in the API. For custom categories that do not encumber, this is not maintained.

This is an issue for South Alabama in that they want to decline applicants, while maintaining that record of what they have offered.

Essentially, we would need to make the Custom categories API post acceptance function like that of the system encumbered categories.
