Total Encumbered Applications in the Opportunities Grid

System admins at a decentralized institution were having trouble identifying which opportunities still need to be awarded. They had loaded in the total award amount but couldn't load in the total number of awards because there isn't a set number. The OAs or reviewers can choose how many awards they give out. If they have $10,000, they can give out 10 $1,000 awards or 20 $500. 

They could use the Total Remaining Amount or the Total Remaining Awards, but it doesn't always work perfectly. It would be easiest to just see how many applications within the opportunity are encumbered. Any opportunities with 0 in the Encumbered Applications column would mean it's gone un-awarded. It also wouldn't rely on client loaded content to provide meaningful information.

    This has recently come up at UW-Madison (also a large, decentralized school). Having this additional field will help with reconciliation efforts of our users since so many of them managed hundreds of funds.

    See similar use case from MNSU in the merged enhancement; description below -

    "The current Opportunity Report displays Opportunity Amount and Total Remaining Amount but does not have an option to display/export the Amount Awarded. There have been instances where not all awards can be granted but by seeing the amount that has been granted, we can discern the work that a selection committee has done."
