User does not want students to be able to decline after they have submitted their post-acceptance. Currently you can go in and update the initial offer and decline. This poses an issue as the record is removed from the Fund-Disbursements grid and it could have already been exported out to update their SIS system.
Currently, I have advised to use the Declined OA email communication in the interim as an alert if this were to happen.
