Delete Applicant Data

Clients want us to be able to delete applicant data - either the entire record at the applicant's request, or personal and sensitive data fields selected by the client - in order to mitigate risk of PII and other sensitive data leaking.

Please see similar request from gvsu in merged enhancement. Description below -
"Our university has a data retention policy that dictates the purging of student data in our campus systems after a certain number of years. We need the ability to purge student data in BAM. This is especially important with increasing concerns over data security. We don't want our student data to exist in external systems forever. We need to have control over it that we lack with BAM. "
