Add Checkbox to control whether an award amount can be exceeded

Eric Wold would like a feature (checkbox or something) at the opportunity level that would let them control whether they allow awards to exceed the award amount. Something to the effect of if the box is checked the award cannot exceed the award amount and if it is not checked it will work as it does today to allow awards to exceed the award amount.

    The minimum and Maximum award amounts that are available on the opportunity would allow the user to accomplish this goal.
