The majority of their scholarships have very broad qualifications and reviewers are resisting reviewing in system, choosing instead to download application grids and work offline. They can't work at the Gen App level because they need to know which opportunity they are comparing against and they have been resorting to making reviewers Opp Admins so they can see all applications.
