Currently, if a reference moves to the unused references section and then is submitted, it doesn't register as a submitted reference to make the candidate eligible. So, if they have 2 submitted references and a 3rd submitted reference under "unused references" that reference doesn't populate to make them eligible if 3 are required. The issue is that applicants/nominators don't know that they are responsible for going back into the system and managing this process and are not becoming eligible because it is sitting in "unused references".

"If an applicant has entered multiple references, they have to pick one currently to appear as active. However, students wouldn't know which reference is most likely to submit a letter, and System/Opportunity Admin don't have a way to view items submitted by unused references. This can disqualify students whose unused references have submitted something that the Administrator is not able to view."
