If an applicant has entered multiple references, they have to pick one currently to appear as active. However, students wouldn't know which reference is most likely to submit a letter, and System/Opportunity Admin don't have a way to view items submitted by unused references. This can disqualify students whose unused references have submitted something that the Administrator is not able to view.
