Problem: Review Committees only want to review the top 20% of students in a given scholarship applicant pool. The client is reviewing on the GA/CA level and wants to use that REVIEW SCORE to determine who the top 20% is on a given scholarship applicant pool and then have reviews done on a scholarship specific level for just that applicant pool.  Unfortunately, in BBAM, Review Score cannot be used as a qualifier, so this isn't possible.

Suggested Solution: For Review Committees only, when a committee is assigned to review a specific scholarship, allow that committee to use the Review Score of the GA/CA as a qualifier.
