Allow a custom roll with only "view" access to be able to create/save grid "views".

A view only custom role should be able to filter and save grids through BBAM. After all the views is a way of filtering data to view only necessary columns.

    This would be helpful for UW Madison as well since we are a large, decentralized campus with different users having different needs in the system. Some users do all of the scholarship process, while others have it segmented among different people.
